The lockdown in Cyberpunk 2077 is an event which sees Night City closed off for the start of the game.
Similar to open-world adventures such as the Grand Theft Auto series of old, it's designed to limit how far you can travel initially, possibly to prevent players getting lost or overwhelmed - or, more likely, being distracted by everything Night City has to offer.
This page explains how to wait for lockdown to end in Cyberpunk 2077, which is the requirement for side mission The Gig, and what you receive as a reward for your patience.

Nine months is a long time. Enough time for your football team to be relegated, enough time to spring a new human being screaming forth into the world, and enough time for the average Eurogamer staffer to have reviewed 180 games; at least half a dozen of which are competing for the same pocket money that Juiced is aiming to snaffle.
